Garland County Sheriff’s Patrol Deputy Caldwell filed a criminal offense report last week charging 2 Bail Bond Agents with False Imprisonment for allegedly handcuffing a woman in her home.
The report says that 4 people (2 identified by the victim in the report as alleged Bail Bond Agents).
According to the report, Catherine Michelle Maher, 48, of Morning Star Lane in Garland County, and 3 other people, arrived at the victim’s residence on Biscayne Street in Southeast Garland County in June 2019. The suspects allegedly began kicking the door and she let them in understanding that at least 2 of them were bail bond agents who she had prior dealings with in reference to her ex-husband (who was wanted at the time). The victim allegedly told Dep. Caldwell that she had allowed the agents inside the home on numerous, previous occasions.

They were there looking for her ex-husband again. The victim allegedly told them that he was not there and she did not know where he was. The report states that the suspects began cussing, called the victim a liar and told her to turn around and place her hands behind her back because she was under arrest for lying.
At this point, 1 of the suspects allegedly came into possession of the victim’s phone and allegedly called contacts in that phone asking about the wanted person they were looking for. The suspects allegedly took clothing belonging to the wanted ex-husband stating that if it’s his clothes, it was theirs now.
After approximately 1 hour, the victim was allegedly told that she was un-arrested, that they would return tomorrow and the wanted person had better be there. Otherwise, she would be re-arrested.
An adult house guest allegedly witnessed all of this. That person was interviewed by deputies. The report says that according to that person, Ms. Maher allegedly put handcuffs on the victim while another suspect told the victim that she was under arrest.
The report says that in September 2019, a deputy made contact with Assistant Director of Arkansas Commission on Law Enforcement Standards and Training Brad King. He allegedly advised that neither Ms. Maher or the other lady that allegedly told the victim she was under arrest appear in the CLEST Database as having any law enforcement authority in the state of Arkansas.
Ms. Maher was arrested at the Garland County Detention Center last week. She is charged with False Imprisonment with a $1,000 bond. The report states that a second lady was arrested and charged with the same in connection to this event.
