All suspects are presumed innocent until determined guilty in court.
Garland County Sheriff Deputy Justin Parker reports the following:
On August 5, 2019 at approximately 0900hrs, I was patrolling the area of Albert Pike Road and Bayou Point when I observed a white Chevrolet Pickup. The license plate was registered to a brown Dodge Durango but being displayed on a white Chevrolet pickup. I initiated a traffic stop and the vehicle pulled off the roadway and into the parking lot of Marina Liquor at 2720 Albert Pike Road.
I approached the vehicle and spoke to the driver, who identified himself by Arkansas drivers license as Todd Goslin, and the passenger identified himself by U.S. social security card, Michael Upton.
While speaking with the occupants, I observed Upton to be sweating heavily and very erratic in his mannerisms. He spoke very quick, and had difficulty with fine motor skills as he fumbled through his wallet before handing the entire wallet to me. I observed a large knife lying directly beside Upton’s left leg. I walked back to my car to run the subjects on my in-car database and was informed by dispatch that Upton had a possible warrant of arrest out of the Hot Springs Police Department. When I returned to the vehicle, I made a passenger side approach and observed that the large knife was now covered by a blue shirt. I instructed Upton to exit the vehicle and observed a clear glass meth pipe lying on the floorboard of the vehicle
Goslin was instructed to exit the vehicle and a search was conducted on the vehicle interior. I observed a blue plastic container stuffed between the seats of the vehicle. Inside the container I located two clear baggies which contained 2.2 grams of white crystalline substance with the presumptive identification of crystal methamphetamine. Goslin and Upton were placed in custody and transported to the Garland County Detention Center where they were charged with possession of controlled substance and drug paraphernalia.
Mr. Goslin is charged with Felony Possession Of A Controlled Substance and Felony Possession Drug Paraphernalia, with a bond amount totaling $6,000.
Mr. Upton is charged with Felony Possession Of A Controlled Substance and Felony Possession Drug Paraphernalia, with a bond amount totaling $6,000.
