In August 2019, Lane Anthony Brown, 23, homeless in Hot Springs, reported to the Hot Springs Police Department to verify the necessary information and to be in compliance with the Arkansas Sex Offender Registration Requirements. He did so, provided a Hobson Avenue address and was in compliance at the time.
In late October, HSPD Detective Branstetter checked the police computer and allegedly found that Mr. Brown was arrested on 9/19/2019. He allegedly listed his address on that date as “homeless”. It appeared as though Mr. Brown failed to return and verify his address within the 5 day time limit allowed by law. Convicted sex offenders have 5 days to report change of address to local law enforcement. Det. Branstetter spoke with the landlord/supervisor figure at the address on Hobson. That person allegedly stated that Mr. Brown violated rules on that property and was kicked off the property at the end of August 2019.
A warrant was obtained and served on Mr. Brown at the Garland County Detention Center on November 1, 2019. He is charged with Failure To Comply With Registration And Reporting Requirements with a bond of $3,500.
