Hot Springs Police Detective Scott reports the following:
On 07/19/19 at approximately 1300 hours Justin Richard Liley (a level 2 sex offender) came in to the Hot Springs Police Department to verify the necessary information in order to be in compliance with the registration and reporting requirements of the Sex Offender Registration Act of 1997.
During the verification process, Liley disclosed that he had not attended National Park College in his GED program in over a year. Liley stated that he did not call and report that information to the Hot Springs Police Department. Registrants only have three days to report any change of address, employment, and educational institute status.
I, Detective Scott #130, contacted the Adult Education Center with National Park College who confirmed that Liley was not enrolled in any classes at their facility.
Mr. Liley was placed under arrest and transported to the Garland County Detention Center for processing. He is charged with Felony Failure To Comply With Registration And Reporting Requirements and had a bond amount totaling $3,500.
