Hot Springs Police Officer Greene responded to Lowery Street around 2 pm Wednesday for the complaint of a man allegedly dumping large trash items at the car wash facility there. The police report says that Off. Greene arrived to find a silver Chevrolet Blazer in 1 of the wash bays at the car wash – while it was raining. Very high volume, vulgar music was allegedly coming from the Blazer. It was so loud that people at the adjoining gas station were reportedly hearing it.
The report says that Off. Greene yelled at the male with the truck, but was not heard due to the volume of the music. Several large trash items such as a bird cage and coolers were dumped behind the vehicle and the male was standing in a puddle barefooted.
Mark Lewis Thoms, 44, of Elliot Drive in Hot Springs, was the man with the vehicle. He allegedly gave his name as, “John Mark Thomas” and said that he was a resident of Florida. Then, he allegedly told Off. Greene that the Blazer was his brother’s and that he had no driver’s license. He allegedly gave Off. Greene a bogus date of birth. HSPD Dispatchers were able to sift through everything that didn’t make sense and downloaded a picture of Parolee Thoms to verify his identity. They also discovered an active Parole Absconder Arrest Warrant through the police computer as well.
Parolee Thoms was placed into custody and the vehicle was searched. Police allegedly located a smoking device constructed from a light bulb and a broken glass drug pipe inside a bag on the dashboard. Off. Greene says that he knew from experience that the paraphernalia is used for smoking methamphetamine.
Parolee Thoms was arrested and transported to the Garland County Detention Center for processing. He is charged with Obstructing Governmental Operations, Possession of Drug Paraphernalia, and violating Hot Spring’s City Ordnance “Amplified Sound From A Motor Vehicle” with a bond amount totaling $3,250 and a parole hold placed.
