All suspects are presumed innocent until determined guilty in court.

Arkansas Lottery Fraud Division Official Tenison was working a case in Garland County in reference to 150 “Triple 777 Tickets” (valued at $300) that had been allegedly stolen from the Park Avenue Shell Station in April 2019.  Hot Springs Police were notified of the situation and became involved in the investigation.

According to Mr. Tenison, the tickets were delivered to the Park Avenue Shell Station by UPS on April 1, 2019 at 4:32PM and allegedly signed for by Shell Store Employee Shakenyah Louise James, 22, of Broadview Drive in Hot Springs.  Mr. Tenison explained to the HSPD Detectives assisting with the case that these stolen tickets had not been activated, so there is no way these tickets could be redeemed by anybody for any cash prize.

Mr. Tenison says that 1 of the stolen tickets was scanned at the Park Avenue Shell Station (where the tickets had been stolen from only 7 days earlier) on April 1, 2019, at 8:00PM.  7 of the stolen tickets were scanned at a gas station on Central Avenue on April 2, 2019 at 7:08PM.  And, 1 of the stolen tickets was scanned at a gas station on Grand Avenue on April 3, 2019 at 5:05PM.

According to the police report, Ms. James was the person attempting to pass the stolen lottery tickets.  She was confirmed to have been working at the Park Avenue Shell Station when she allegedly scanned 1 of the stolen lottery tickets.  When the system refused to scan the ticket, she allegedly called the Arkansas Lottery Commission to complain that there was a problem with the ticket scanning system.

Photos were allegedly obtained by Mr. Tenison at the other 2 gas stations involved.  The photos allegedly show Ms. James attempting to pass the other 8 stolen lottery tickets for scan.

Video obtained from the Park Avenue Shell Station allegedly shows Ms. James signing for the tickets from the UPS Man, opening the package, removing the tickets and exiting the store with a male acquaintance.  She and the male allegedly re-enter the store.  She allegedly tries to scan a lottery ticket several times.  Then, makes a phone call; according to Mr. Tenison, to the AR Lottery Commission to make the complaint about the scan system not working properly.

After confirming with the owner of the Shell station that Ms. James was the only employee working at that time, HSPD Detectives obtained a warrant for her arrest.

Mountain Pine Police Lieutenant Huckaba and Officer Lobbs conducted an unrelated traffic stop on Blakely Mountain Road last Sunday.  Ms. James was inside the vehicle.  Her information was run through the police computer and the arrest warrant popped up.  She was arrested and transported to the Garland County Detention Center for processing.

Ms. James is charged with  Felony Lottery Fraud x9 and Theft Of Property with a bond amount totaling $23,500.
