All suspects are presumed innocent until determined guilty in court.
Garland County Sheriff’s Patrol Sergeant Kellar reports the following:
On 8-18-19 at approximately 8:00 P.M., I, Sgt. G. Kellar, was on routine patrol in the area of Long Beach Drive when I met a green Chevrolet passenger car sitting at the stop sign at Alana Drive and Long Beach Drive. As I got closer the vehicle decided to pull out in front of me and I noticed the passenger was trying to look away as if they were trying to hide their face.
I watched as the vehicle continued north on Long Beach Dr. and it made a sudden left turn onto Wintergreen Court as an attempt to elude me. I then turned around and caught up with the vehicle at the dead end of Wintergreen Ct.
It was sitting at the end of the cul de sac until the driver saw me, then it travelled east back to Long Beach Dr. It turned south onto Long Beach Dr. then turned into a driveway in the 400 block of Long Beach Dr. where I initiated a traffic stop.
The driver attempted to get out of the vehicle and I instructed him to get back into the vehicle. I then approached the vehicle and made contact with the driver, Konkelsh Highsmith, and the passenger, Antasia Barron.
I smelled a strong odor of marijuana coming from the open window of the vehicle and noticed that Mr. Highsmith had bloodshot and watery eyes. I then asked if anyone had been smoking any marijuana in the car. Ms. Barron stated that they had just gotten through smoking a blunt. I then asked if there was anything else in the vehicle. Both occupants stated that there was nothing else in the vehicle.
I then asked Mr. Highsmith to exit the vehicle to further my field investigation. I was in the process of starting a field sobriety test on Mr. Highsmith when he became argumentative and refused to comply with my instructions.
Deputy Blunkall arrived on the scene to assist. I instructed Dep. Blunkall to perform a search of Mr. Highsmith. Before he started the search, Mr. Highsmith informed Dep. Blunkall that he had some weed in the front right pocket of his pants. Dep. Blunkall searched Mr. Highsmith while I spoke with the other occupant of the vehicle, Antasia Barron.
Dep. Blunkall found two clear baggies in his front right pocket, one which contained 7.9 grams of marijuana and another which contained 4.3 grams of marijuana. Also doing the search, Dep. Blunkall found $991.00 in cash in Mr. Highsmith’s back left pocket of his pants. I then detained Mr. Highsmith.
Corporal Lane, who had come on the scene at approximately 2009 hours, instructed Dep. Blunkall to watch while he counted the $991.00 in the presence of Mr. Highsmith.
As Dep. Blunkall was searching Mr. Highsmith, I was questioning Ms. Barron and when I asked if there was anything else in the vehicle or on their persons, she stated she had a baggie of weed in her purse.
Upon the completion of the search of Mr. Highsmith, Dep. Blunkall then searched the purse of Ms. Barron, which was originally located in the front passenger side floorboard where she was sitting in the vehicle. During the search of the purse, Dep. Blunkall found six clear plastic baggies containing 28.9 grams, 28.9 grams, 28.7 grams, 28.9 grams, 28.8 grams, and 6.6 grams of marijuana. Also located in the purse was a silver in color, open up mirror.
At that time, I placed both subjects into custody. Dep. Blunkall then searched the vehicle, at which time he found a small, green in color weight scale inside of a tackle box which was inside the trunk of the vehicle.
Sgt. Cannon was notified and arrived on the scene at approximately 2029 hours. Dep. Blunkall then transported both subjects to the Garland County Detention Center for processing.
Mr. Highsmith was charged with DWI and Refusal To Submit due to not cooperating with Sgt. Cannon during the BAC test at the Detention Center. Sgt. Cannon notified Dep. Parker. Dep. Parker arrived at the Garland County Detention Center and performed DRE on Mr Highsmith.
Mr. Highsmith is also charged with Felony Possession Of A Controlled Substance With Purpose To Deliver and Possession Of Drug Paraphernalia, with a bond amount totaling $5,750.
Ms. Barron is charged with Felony Possession Of A Controlled Substance With Purpose To Deliver and Possession Of Drug Paraphernalia, with a bond amount totaling $4,500.
