Hot Springs Police Officer 1st Class Z. Brown reports the following:
At 0938 hours on 09/06/19, I, OFC Z. Brown #124, was on patrol in the area of 3310 Central. I observed a black pickup truck driving slowly through the parking lot without attempting to park.
I checked the vehicle’s LPN via ACIC. The LPN was stolen out of Little Rock (approx $20 value). I conducted a traffic stop on the vehicle in the parking lot at 1/2 of 1/2 (3310 Central), and made contact with the driver/sole occupant, Felicia Hamilton. I told Hamilton I’d stopped her due to the tags being listed as stolen. Hamilton said she was borrowing the vehicle from a friend, but she didn’t know the friend’s name.
Hamilton was detained. I checked the vehicle’s VIN. The vehicle was listed as stolen out of Jacksonville, AR ($3,000 value). I asked Hamilton if there was anything illegal in the vehicle. Hamilton said there was methamphetamine in the truck.
Search incident to arrest uncovered a blue bag inside a purse on the seat next to Hamilton. The bag contained: 10 empty syringes. Also inside the bag was a rubber arm tie and two bloody q-tips. A purple container inside the blue bag contained .1 grams of methamphetamine.
On the passenger floorboard officers located another purse which contained a zippered pouch. In this much were three loaded syringes with a clear liquid and two with a dark liquid, a metal spoon with residue, 3 rectangular pills, 1 blue pill, and 1 baggie with 1.1 grams of methamphetamine.
A tow inventory was completed. The bed of the pickup was filled with miscellaneous items: multiple suitcases containing various types of clothing and personal items, a brown leather satchel containing files and documents and what appeared to be an antique stamp collection, backpacks, and an older tablet device. These items filled the truck bed, but none could be confirmed stolen. Inside a box in the bed of the truck officers located 4 glass pipes, consistent with those used to inhale methamphetamine.
Hamilton was placed into custody (handcuffs checked for fit and double locked), and transported to the PD for processing. She was charged with Felony Theft By Receiving, Felony Possession Of Meth With The Purpose To Deliver, Felony Possession Of Scheduler’s IV Controlled Substance With Purpose To Deliver x2, Felony Possession Of Drug Paraphernalia x2, and Theft By Receiving, with a bond amount totaling $16,000. A local tow company arrived on scene and took possession of the vehicle. A hold was placed for Jacksonville.
