Arkansas State Police Trooper Wingo was on patrol October 21, 2019 around 4:30PM in the area of the 7 South Bridges when he allegedly found a tan Chevrolet Silverado being operated on public streets that contained a front seat passenger not wearing a seatbelt. Trp. Wingo also says that the license plate the vehicle was displaying allegedly expired in August 2019. The passenger side brake light was also allegedly not working. Trp. Wingo turned on the blue lights for a traffic stop.
The truck pulled up Long Island Drive and took a left turn into the closed gate of a condo complex. The gate was shut and the trooper car blocked the truck from the rear. Trp. Wingo went to the driver’s position and met with the driver. The driver was allegedly unable to provide her driver’s license and proof of insurance. She provided her information and then, the trooper asked the passengers for ID. They each gave him an ID card that identified them.
As Trp. Wingo was running their information through the police computer, Parolee Justin R. Hewitt, 29, of Rockcliff Circle in Garland County, allegedly fled on foot over a wall. Trp. Wingo warned him to stop. Parolee Hewitt allegedly did not stop. Trp. Wingo allegedly lit him up with the tazer and brought the absconder back to justice.
The parolee was handcuffed and laid on the ground for LifeNet. The driver was handcuffed and detained. The 3rd person in the vehicle suffered some undescribed medical attack. She was also laid on the ground for LifeNet and everybody stood-by for back-up and medics to arrive.
Other ASP Troopers, the Garland County Sheriff’s Patrol and Garland County CID Investigators arrived quickly to assist.
Lake Hamilton Fire & Rescue Troops arrived quickly and assisted as needed.
LifeNet Medics soon arrived and took charge of the zapped parolee and the patient who was suffering from the sudden and unidentified malaise. The state police issued tazer darts were removed from the parolee and LifeNet cleared him for law enforcement at the scene. Parolee Hewitt was arrested and transported to the Garland County Detention Center for Processing.
The patient that fell out during this episode was transported by ambulance to the hospital.
Parolee Hewitt is charged with Fleeing On Foot (2nd Offense), Refusal To Submit To Arrest, and No Seat Belt with a bond amount totaling $1,500 and a parole hold placed.
The driver (owner of the truck) was cited for No Liability Insurance, Expired Registration and released at the scene.
