On December 14 around 3:58pm, Officer Jonathan Smith of the Hot Springs Police Department was patrolling around Summer Street when he saw a silver jeep displaying tags that expired in July 2019.
Smith activated his emergency lights and conducted a traffic stop on the vehicle. The vehicle came to a stop on Summer Street at the Woodlawn Street intersection.
The driver, Julie Lea, 31, of Lakeshore Drive in Hot Springs, was found to have a suspended driver’s license and a confirmed failure to pay warrant. Lea was arrested.
Smith’s K9 partner, Bear, performed a narcotics sniff on the vehicle. Bear was interested in the front driver’s side door.



On the front passenger side floorboard Smith found 41.6 grams of marijuana, one black digital scale, one green digital scale, four small rubber containers with meth residue inside, four glass pipes, four plastic straws cut in half, and one small glass container with meth residue inside.
Lea is charged with possession with the purpose to deliver a controlled substance more than 14 grams but less than 4 ounces, possession of drug paraphernalia, unauthorized use of property, driving a vehicle without a license, no liability insurance, and driving a vehicle without tags.
She was bonded at $10,050.
